Questions
Why is there no text?
The PDF is probably a scan or photos. Those contain pictures of words, not words. Use Read scanned PDF (OCR) instead.
Why is the order odd in columns or tables?
A PDF stores where each piece of text goes on the page, not the reading order. We rebuild the lines from those positions, which is right for most pages and can mix up columns.
