An agent
The agent reads the calendar and the rates and writes the answer. It is a draft: dashed, violet, and nothing has been sent.
The owner
The owner reads it, fixes a word if needed, and taps Approve. Or sends it back. Only then does it go out.
A receipt
INDRA writes down who approved what and when, signs it and links it to the receipt before. You can check the chain at any time.
